How does Muntinlupa’s history, from being part of the province of Tondo to becoming an independent municipality and eventually a city, influence its current development strategies and achievements?
Muntinlupa’s journey from being part of Tondo province to becoming an independent municipality and eventually a highly urbanized city is a testament to resilience, adaptability, and progress—qualities that shaped the identity of our community. Each phase of this transformation has shaped the way we govern, plan, and implement development strategies today.
This transformation laid the foundation for our 7K Agenda—Kalusugan, Karunungan, Kabuhayan, Kapayapaan-Kaayusan, Katarungan, Kalikasan, at Kaunlaran—which serves as our strategic guide in addressing the needs of our people while ensuring sustainable growth. Our past struggles remind us that development should always be inclusive, forward-thinking, and people-centered.
For instance, when the national penitentiary was relocated to Muntinlupa in 1941, the city had to redefine its identity beyond its association with Bilibid Prison. This challenge fueled our efforts to shift the narrative and drive economic growth through industrialization, commerce, and urban development. We want the people to know Muntinlupa not as a place where the national penitentiary is, but as a place where peace sprung forth out of war.
The way we implement policies and projects today is deeply influenced by our journey as a city. We uphold the values of innovation, efficiency, and community-driven leadership, ensuring that every policy and project strengthens our identity and improves the quality of life for all Muntinlupeños. As we move forward, we remain committed to a governance model that is both progressive and grounded in the lessons of our past.
Economic Growth
In what ways has Muntinlupa’s status as a city contributed to its economic growth, particularly in terms of attracting businesses and investments, and how has these impacted residents?
Cityhood allowed Muntinlupa to create a more attractive business environment, drawing in investors and enterprises that have fueled economic growth. As a highly urbanized city, Muntinlupa has leveraged its strategic location, business-friendly policies, and progressive governance to attract major industries, commercial establishments, and investors.
One of the biggest contributors to this growth is the development of Alabang, particularly the Filinvest City, as a thriving business district. With world-class office spaces, retail hubs, tech-driven infrastructure, Muntinlupa has become home to multinational corporations, BPO firms, and SMEs, generating jobs and economic opportunities for our residents.
We have also prioritized ease of doing business, ensuring that Muntinlupa remains investor-friendly. The implementation of Electronic Business One-Stop Shop (eBOSS), digital transactions for permits and taxes, and various incentives for businesses have streamlined processes, encouraging more investments.
For our residents, this economic growth translates to better job opportunities, higher income prospects, and improved access to essential services. Increased investments also mean stronger local revenue, allowing the city government to fund key programs in health, education, livelihood, and infrastructure. The expansion of local businesses, with support from our Economic Development Cluster, also fosters entrepreneurship, giving residents more revenues to start and sustain their own enterprises.
Our goal is to sustain this momentum by fostering a balanced economy where businesses thrive while uplifting the quality of life for every Muntinlupeño.
Social Services & Infrastructure
What social services or infrastructure projects have been implemented since the city’s chartering, and how have they improved the quality of life for residents and supported economic development?
Over the years, Muntinlupa has invested heavily in healthcare, education, housing, and public infrastructure to ensure that no one gets left behind as the city progresses. Especially now that our direction is towards becoming a smart city.
In healthcare, the city has expanded medical services through the City Health Office, Ospital ng Muntinlupa, strengthening its partnerships with the national government and private sector to upgrade healthcare facilities and ensure accessible medical services. The launch of the Health Management Information System (HMIS) has interconnected our health centers, enabling seamless medical services for residents. Additionally, the city has reinforced its community-based health programs by expanding access to medicines, wellness initiatives, and preventive care through its primary healthcare facilities.
Education has also been a top priority, with the construction of new school buildings, learning hubs, and the expansion of scholarship programs benefiting more than 80,000 students. The Muntinlupa Scholarship Division (MSD) continues to provide financial assistance to Muntinlupeño students, while sustained investments in school infrastructure and digital learning tools have also improved educational outcomes. As part of our digital transformation, we launched MUNConnect, the citywide free Wi-Fi program, and introduced smart classrooms to enhance learning opportunities. Muntinlupa also provides free school supplies to ease the financial burden on students and their families.
In terms of housing and social services, the city has also worked extensively on housing assistance and resettlement programs to provide urban poor families with safe and decent living conditions. The focus has been on on-site development and in-city resettlement, and in cases where relocation outside the city is necessary, we coordinate closely with national agencies and the receiving local government for continuous support including livelihood training and job placement assistance to help them regain financial stability.
Muntinlupa’s infrastructure projects have also paved the way for economic expansion. The continuous improvement of roads, bridges, drainage systems, and public transport facilities has enhanced mobility and economic activity. At the same time, the city remains committed to sustainable urban planning, with ongoing efforts to update the Comprehensive Land and Water Use Plan (CLWUP) to promote balanced growth while protecting the environment.
The city’s smart city initiatives (SCI) further elevated public services. Public safety has been reinforced through the Command Center of both PNP and the Department of Disaster Risk Reduction and Management, together with an extensive CCTV network for real-time monitoring and coordination, as well as the launch of the iRespond mobile application for easier emergency reporting and faster response times. These are just some of the SCI of Muntinlupa, but these reflect the efforts we are pursuing to create a future-ready urban landscape where progress is inclusive, services are efficient, and residents enjoy an improved quality of life.
Challenges & Future Plans
What were some of the major challenges faced by Muntinlupa in its journey to becoming the city it is today, and what are the city’s plans for addressing future challenges and continuing growth?
Like any growing city, Muntinlupa has encountered challenges, including urban congestion, environmental concerns, and the need for improved social services to ensuring inclusive development. However, through strategic planning, innovative solutions, and people-centered governance, the city has consistently adapted and found ways to overcome these obstacles.
One of the major challenges has been balancing urban development with environmental sustainability. The city’s location along Laguna de Bay makes it prone to flooding, especially during heavy rains and typhoons. To mitigate this, we invest in better waste management, flood control measures, and sustainable urban planning. The creation of Drainage Master Plan and the updating of the CLWUP will serve as long-term resilience strategies to protect communities and support sustainable growth.
As the gateway between Metro Manila and CALABARZON, traffic congestion has also been a growing concern. In response, we continue to improve our transport terminals and traffic management. Future plans also include enhancing mass transportation options, including free point-to-point e-jeepney rides, smart traffic systems, and pedestrian-friendly infrastructure to promote mobility options.
In social services, Muntinlupa remains committed to improving its healthcare programs by modernizing OsMun, upgrading barangay health centers, and integrating technology-driven initiatives such as HMIS for more efficient and accessible medical services. As mentioned before, education also remains a top priority, with continued investments in school infrastructure, digital learning tools, and scholarship programs to support students and educators. We are also strengthening our support for our “Muntipreneurs” through our business development programs to drive growth and employment opportunities.
Overall, our vision of a smart city for Muntinlupa is anchored in sustainability, disaster resilience, smart governance, infrastructure development, and social equity. These priorities, guided by our 7K Agenda, ensure that we not only address present challenges but also build a bright and better future.
Community Engagement & Regional Influence
How does the city involve its residents in celebrating Charter Day, and what collaborative efforts are in place with neighboring cities to ensure Muntinlupa’s development benefits the broader region?
Muntinlupa’s Charter Day is more than just a celebration—it is a reminder of how far we have come as a city and a community. We ensure that Muntinlupeños are part of this milestone through activities that recognize our shared history, achievements, and collective aspirations. Whether it’s through civic events, cultural programs, or recognition ceremonies, we use this occasion to strengthen our unity and inspire greater participation in nation-building.

Augmentation Program (SNAP)
Central to this celebration is the Kalingang Munti Service Caravan, which brings essential government services directly to the people. We also conduct job fairs, trade exhibits, and competitions to showcase local talent and provide economic opportunities, while environmental clean-up drives and outreach programs promote volunteerism—reinforcing the bayanihan spirit that defines Muntinlupeños.
In line with this, we also launched the Make Your City Proud (MYCP) campaign, an initiative that empowers citizens and the private sector to take an active role in community-building and governance, ensuring that every resident contributes to the city’s success.
Beyond our city, we recognize that Muntinlupa’s growth is connected to the progress of Metro Manila as a whole. This is why we actively engage with neighboring cities through inter-LGU partnerships and collaborate with the Regional Development Council-NCR (RDC-NCR).
As Chairperson of the Economic and Environment Development Committee (EEDC), I ensure that Muntinlupa plays an active role in regional economic planning, disaster preparedness, and sustainable development initiatives. We work closely with national agencies and fellow LGUs to push for programs that benefit not just our city but the entire region—because real progress happens when we move forward together.
As Muntinlupa commemorates its 30th year as a chartered city, it does so with a clear vision for the future. By continuing to build on its strong foundations of economic growth, social progress, and community engagement, Muntinlupa is poised to tackle future challenges and achieve even greater heights. The city’s commitment to innovation, sustainability, and inclusive governance ensures that it will remain a vibrant and thriving urban center for generations to come, truly embodying the spirit of progress and resilience.
