Building the Filipino dream: The Marcos Administration’s housing revolution

“A home for every Filipino family”

With this bold vision, President Ferdinand Marcos Jr. has transformed the nation’s approach to housing in just 1000 days. While previous administrations struggled with the housing crisis, the Marcos government is turning blueprints into actual homes at an unprecedented pace.

The first 1000 days in office of President Ferdinand Marcos Jr. have shown remarkable results in tackling the housing shortage in the Philippines through  new programs focused on affordability, sustainability, and community needs.

The main initiative is the Pambansang Pabahay Para sa Pilipino (4PH) Program, which aims to build 6.15 million housing units by 2028 for about 30 million Filipinos. Through this program, the government displays its sharp focus on providing decent homes while also boosting the economy.

Real progress

As of February 2025, 56 housing projects are underway across the country. The Social Housing Finance Corporation (SHFC) is managing 12 projects with 45,494 units under construction. These are part of 111 ready-to-build projects that will create 505,951 housing units by 2028.

The National Housing Authority (NHA) has finished 7,300 new houses, with more being given to families nationwide. This includes 100 homes for residents in Intramuros, Manila.

Ownership, financial help and jobs creation

From June 2022 to May 2024, SHFC helped 35,428 families with loans totaling ₱6.35 billion. In just 11 months of 2024, they released about ₱5 billion more, helping over 3,700 families. The government has cut loan interest rates from 6% to 1%, making it easier for Filipinos to buy homes.

The 4PH Program is also creating about 1.7 million jobs each year in construction and related businesses.

Working with the LGUs

The Department of Human Settlements and Development (DHSUD) has partnered with 39 cities and towns and eight provinces, signing 47 agreements in total. These partnerships help make sure housing projects fit local needs.

Built to last

President Marcos has ordered housing agencies to build homes that can withstand typhoons, floods, and earthquakes. These houses use eco-friendly materials and save water and energy.

The 4PH Program requires that 40% of each project be open spaces with parks and playgrounds, making neighborhoods more livable.

The government has also responded quickly to housing needs after disasters. The NHA gave ₱349 million to 33,637 people affected by events like the Northern Luzon earthquake and Typhoon Odette.

Community Voice

A key feature of these housing programs is community input. Local groups and future residents help create “People’s Plans” to make sure homes meet their actual needs. Residents also help manage properties, giving them more ownership of their communities.

Through these housing programs, the Marcos administration is helping millions of Filipino families get closer to having safe, affordable homes they can be proud of.

While the numbers tell an impressive story, the true measure of success lies in the faces of families receiving keys to their new homes. As concrete foundations rise across the archipelago, so do the hopes of countless Filipinos. What was once just a campaign promise is now becoming a visible reality—one roof, one family, one community at a time.
