Mitigating risks in construction

With infrastructure projects continuing and infection rates increasing each day, blue-collar workers particularly those who work in the construction sector, are most at risk.

To help these workers, the Philippines Domestic Construction Board organized a technical working group to draft the “Construction Guidelines for Project Implementation during the period of Public Health Emergency.”

These guidelines will ensure the feasibility and continuity of the projects as well as the safety of the workforce in those projects.

The plan also further emphasizes the importance of project planning–from supply logistics to equipping the labor force – and safety measures that need to be implemented during these changing times.

Health comes first.Project planning is crucial in ensuring construction sites are safe.

JP Marzan Project Ventures Inc., one of the leading logistics providers in the country, said companies need to change their approach when it comes to planning.

“Due to sudden changes, what was then the `norm’ can no longer be the option if they want to ensure the safety of their workforce,” said Jay Marzan, chairman of JP Marzan Project Ventures.

According to Marzan, visibility will be one crucial element when implementing and planning projects to find possible vulnerabilities that would risk the health and safety of the workers on site.

Focusing on critical materials, equipment, and products will help prioritize and identify important elements of the project.

Marzan said once those susceptible factors are identified, the company must determine how reliant they are on the regions affected.

He said when planning, the company should ensure the new guidelines are implemented to maintain the health and safety of the site’s environment.

Other than legal concerns, financial implications must also be recognized: impact of the supply chain disruptions in margins, cash flow, and terms on loan repayments.

Marzan added businesses will need to consider alternative delivery methods that can allow projects to start and end on time; conduct scenario analysis to predict possible disruptions; explore technology that can increase efficiency and productivity among the workforce.
