ZAMBOANGA CITY — Microfinance programs under the Center for Agriculture and Rural Development Mutually Reinforcing Institutions (CARD MRI) are driving meaningful change in Mindanao, providing accessible loans that empower families and entrepreneurs to grow sustainable businesses and improve livelihoods.
During the August 6-8 “Pangahiusa” Media Exposure Tour, nine media practitioners witnessed firsthand how CARD MRI’s Shari’ah-compliant Paglambo loan program is making a tangible difference in local communities. Launched in 2018, Paglambo offers interest-free loans ranging from ₱3,000 to ₱20,000 for those starting small ventures, and up to ₱300,000 for established businesses. Clients needing larger capital can transition to CARD SME Bank, CARD MRI’s thrift banking arm.

Following Islamic finance principles, the program prohibits interest (riba), speculative risks (gharar), and transactions involving forbidden goods (haram), ensuring inclusive financial access to both Muslim and non-Muslim clients.
Getting started is straightforward: applicants visit the nearest CARD community center with basic documents such as ID photos, birth certificates, and proof of residency. Approved borrowers receive life insurance coverage that extends to their children under 21.

As of June 2025, CARD MRI has served nearly 9.7 million clients, insured more than 31.9 million individuals, and maintains an impressive 99.12% loan repayment rate. The organization currently supports over 4.6 million active loan clients.
Success stories from Zamboanga City illustrate the program’s impact. Anabell Gibaga inherited a dried fish business and began with a ₱10,000 loan from CARD SME Bank in 2011. Today, her loan capacity has expanded to ₱500,000—enabling her to scale operations and acquire two vehicles that support both personal and business needs.

Meanwhile, Tausug entrepreneur Ainon Jabani Saddaramil, who faced hardships early in life, used savings and a Musharakah contract loan from CARD to grow her Muslim dress business. Her children have also benefited through CARD-supported educational scholarships.
CARD MRI also emphasizes financial literacy from a young age. During the tour, first graders at Sta. Maria Central School engaged in a story and coloring session that taught time management and savings using books like Ang Lapis ni Anya and Ang Magic Alkansya ni Carding. The children also received “Koa” coin banks made from recycled newspapers, encouraging early saving habits.
Through innovative programs like Paglambo and SME banking, CARD MRI promotes economic inclusion, responsible entrepreneurship, and community development. By providing loan products tailored to their clients’ cultural and financial needs, CARD MRI continues to turn small dreams into lasting livelihoods—one family at a time.
