La Trinidad community affirms cooperation with Hedcor

INDIGENOUS communities’ ancestral domains represent far more than mere territory; they embody centuries of cultural heritage, spiritual connection, and traditional knowledge systems that have sustained both the people and the environment across generations. These lands are inextricably linked to indigenous peoples’ identity, survival, and way of life, making it crucial that they maintain authority over their development and utilization. When external entities propose development projects in these areas, obtaining meaningful consultation and consent from Indigenous communities is not merely an ethical obligation; it is essential for ensuring that development aligns with traditional values, preserves cultural sites, and benefits the community instead of exploiting their resources.

The La Trinidad Indigenous Peoples Organization (LTIPO) has expressed its continued support for Hedcor’s 4.5-MW Bineng 3 Hydroelectric Power Plant during the signing of the Free and Prior Informed Consent – Memorandum of Agreement (FPIC MOA). This partnership acknowledges Hedcor’s contribution to sustainable development within their ancestral domains

For over 25 years, Hedcor, AboitizPower’s renewable energy asset manager, has operated the plant as part of its portfolio of run-of-river hydro and solar power assets. With the IP communities’ consent, the company will continue to manage Bineng 3 and contribute to community development for another 25 years.

The National Commission on Indigenous Peoples (NCIP) played a pivotal role in facilitating this process, as outlined in the 2012 Guidelines on Free and Prior Informed Consent. Additionally, the NCIP will assist IP communities in formulating Community Royalty Development Plans and will monitor Hedcor’s commitments, ensuring the growth and sustainability of ancestral domains while improving the lives of Indigenous Peoples.

Marcelo Abela, La Trinidad’s first Indigenous Peoples Mandatory Representative (IPMR) and an elder in Barangay Alapang, emphasized the partnership’s potential: “With Hedcor’s dialogue-driven approach, we see an opportunity to develop our ancestral domain, empowering us to improve our living conditions while preserving our cultural heritage for future generations.” He noted that this collaboration aims to achieve mutual environmental, economic, and cultural sustainability goals, demonstrating how inclusivity and community engagement can create lasting impacts.

“For the Ibaloy, Kankanaey, and other IPs in the Cordillera, Hedcor’s project represents hope for a more sustainable and prosperous future in their ancestral lands,” Abela added.

Enhanced Livelihood and Social Services

In La Trinidad, Hedcor actively engages in various community development projects—from medical and dental missions to livelihood assistance and education programs—focused on enhancing local residents’ well-being.

Another community member, Maria Sudaypan, reflected on previous challenges: “Before Hedcor’s involvement, job opportunities were scarce. Initially, we didn’t fully grasp what they could offer us. However, after discussions and consultations with them, we began to understand the benefits.” Sudaypan emphasized that this partnership has opened doors for their children through scholarship grants and job opportunities.

Continued community development and ‘cleanergy’ generation

With support from La Trinidad’s IP community, Hedcor is poised to continue harnessing run-of-river hydro power while assisting various development initiatives in La Trinidad.

Hedcor president and COO Rolando G. Pacquiao stated: “Our commitment to drive the Philippines’ energy transition with our expertise in managing renewable assets while empowering communities is unwavering. We extend our gratitude to LTIPO for their continued trust and support for Hedcor as we strive to deliver ‘cleanergy’ and build a brighter future for our host communities.”
