‘PNSA exec moved out vans containing clay targets’

THE Philippine Sports Commission has confirmed that two container vans containing the “missing” clay targets inside the PSC Shotgun Range at the Bureau of Corrections property in Muntinlupa was moved out by a Philippine National Shooting Association official in December 2022.

This and other findings were contained in a report submitted by Julia Llanto, PSC Sports Facilities Division chief, last July 19 to former acting PSC executive director Atty. Guillermo Iroy Jr., a copy of which was obtained by Malaya-Business Insight.

“I have learned about this (sic) container vans placed inside the PSC Trap and Skeet Shooting Range premises located at the Bureau of Corrections in Muntinlupa City, were removed by a PNSA official, from the former PSC venue-in-charge, Manuel Martinez, last December 2022,” Llanto reported.

“The latter (Martinez) informed me that the said container vans were brought inside the premises by a PNSA official and being used as storage of their equipment,” the report added.

Llanto said the removal of both container vans — one green and one orange — from the PSC shotgun range was witnessed by security guard Edsel Benedicto while it was done by PNSA officials “led by Mr. Desiderio Laperal as PNSA Coordinator for shotgun then.”

Laperal is the head of the Sporting Clay Shooting Association of the Philippines, which has a shooting range in Lipa, Batangas.

The inquiry showed that the removal of both vans coincided with the Bureau of Corrections’ decision to reacquire the property from the PSC after the agreement among the PSC, PNSA and Bucor had expired.

The vans contained the P1.93 million worth of clay targets that PNSA shotgun members bought using their personal funds. The targets were acquired by the shooting association from abroad with the help of the PSC since they would be used for development of the sport.

Former PNSA president Luis “Chavit” Singson and former national shooters Raul Arambulo and Eduardo Fernandez had served the PNSA’s Moving Target Aggrupation (shotgun) Committee a demand letter last May 4 regarding the whereabouts of the equipment.

The members of MTA Committee are Dr. Adel Samson, PNSA secretary general Veneranda “Iryne” Garcia and Jerry Sun.

Singson, Arambulo and Fernandez also wants the MTA Committee to present the MTA passbook under the name of Garcia where P343,231.21 was deposited to be used to purchase the equipment of the shotgun shooters.
