ORMOC CITY — President Ferdinand R. Marcos Jr. lauded the Philippine Charity Sweepstakes Office (PCSO) for its unyielding commitment to strengthen local government units (LGUs) by ensuring that every community in the country has access to fully equipped Patient Transport Vehicles (PTVs).

Speaking at the turnover of 124 ambulances to municipalities and cities in Eastern Visayas, Marcos said the PCSO’s program is now nearing full nationwide coverage—a milestone he described as a practical and impactful way to improve healthcare accessibility, especially in emergencies.

“In our view, this is the most practical approach. As long as you take care of these vehicles, they will last and continue serving our people,” the President told local officials during the ceremony.

PCSO at the frontline of healthcare access

Marcos underscored that the PCSO has already distributed 1,173 PTVs across the country, with an additional 395 units scheduled for delivery this year under a P1-billion allocation in its 2025 budget. This will complete the first round of distribution, covering nearly all of the nation’s 1,642 cities and municipalities.

“Malapit na— we’re getting close,” Marcos declared, revealing that PCSO General Manager Mel Robles has committed to begin a second wave of distribution once the 100-percent target is achieved.

He praised PCSO for being relentless in its mission, saying its consistent efforts reflect not only efficiency but also compassion for Filipinos in far-flung areas. “Patuloy lang ito, patuloy naming gagawan hanggang maayos ang ating sistema,” Marcos added, affirming the government’s intention to sustain and expand the program.

Beyond vehicles: Building a healthier Philippines

The Chief Executive emphasized that the initiative is part of the broader national agenda to make healthcare more responsive and less burdensome for ordinary Filipinos.

“We want our people to feel that when they get sick, they should not be afraid to go to the hospital. Healthcare must not be seen as a luxury,” Marcos said, pointing out that no matter how good one’s livelihood is, it is meaningless without health.

Each PTV is equipped with vital emergency features including a stretcher, oxygen tank, wheelchair, blood pressure monitor, first aid kit, and a medicine cabinet—allowing it to function both as a basic ambulance and as a safe transport unit for patients.

According to the President, these vehicles are designed to meet more than 90 percent of emergency patient needs, making them a critical tool for LGUs to save lives and extend immediate care.

Strengthening LGUs, saving lives

Marcos stressed that empowering LGUs with the right tools and resources is the foundation of a stronger healthcare network. He credited the PCSO for understanding this need and for continuously delivering results despite logistical challenges.

“This program shows how government and its agencies can work hand-in-hand with local governments to make a real difference in people’s lives. PCSO is proving that with determination and focus, we can bring healthcare closer to every Filipino,” he said.
