THE Commission on Elections (Comelec), sitting as the National Board of Canvassers (NBOC), is set to proclaim today the winning party-list organizations at the Philippine International Convention Center (PICC) Forum Tent in Pasay City.
Speaking during the NBOC open session, Elections Chairman Saidamen Pangarungan yesterday said: “We will adjourn now and reconvene tomorrow at 4 p.m. to proclaim the winning party-lists.”
“The supervisory group will just notify the winning party-list representatives,” he added.
According to acting Comelec spokesman John Rex Laudiangco, only two representatives per winning party-list group will be allowed to attend the proclamation.
The number of winning party-list organizations, however, are still uncertain due to pending petitions either against the group or nominees.
Elections Commissioner George Garcia said the Comelec is inclined to withhold the proclamation of winning party-lists with pending cases, and the proclamation of winning party-list nominees facing disqualification cases.
“If there are disqualification cases filed against groups, we will not issue (a) certificate of proclamation to the party-list themselves,” he said in a press briefing earlier in the day.
“If the disqualification case is against the nominees, we will issue the certificate of proclamation to the party-list, but not to their nominees,” added Garcia.
The proclamation of winning party-lists became possible after the conduct of the special elections in Tubaran, Lanao del Sur was conducted on Tuesday, and the results were, subsequently, successfully transmitted.
Yesterday, the NBOC canvassed the Certificate of Canvass (COC) from Lanao del Sur, which is the last one among the 173 COCs.
As of press time, the Comelec has yet to issue the names of party-lists to be proclaimed today.
But based on the latest National Tally Sheet for party-lists, six groups continue to be within the winners’ circle or those that have met the two percent threshold.
They are ACT-CIS (2,109,022), 1-Rider Party-list (1,000,343), Tingog (886,431), 4Ps (836,294), Ako Bicol (816,255), and Sagip (779,542).
There are a total of 63 party-list seats to be filled up in the House of Representatives.
