Warning issued to 1,500 motorists as number coding scheme returns

THE Metropolitan Manila Development Authority (MMDA) yesterday said more than 1,500 motorists were issued warnings for violating the expanded Unified Vehicle Volume Reduction Program (UVVRP), or the number coding scheme, which was reimplemented on Monday.

Data provided by the MMDA showed that from 7 a.m. to 10 a.m., traffic enforcers flagged 1,588 motorists in various thoroughfares in Metro Manila during the dry run of the reimplementation of the traffic scheme.

“Pinaalalahanan lamang ang mga sinitang motorista bilang parte ng information campaign tungkol sa mga bagong oras ng coding (The motorists were just warned as part of our information campaign on the new coding hours),” the MMDA said.

Earlier, MMDA acting chairman Carlo Dimayuga III said expanded number coding scheme would have a dry run from August 15 to 17, during which traffic enforcers will only remind motorists of the return of the vehicle reduction policy.

From August 18 onwards, the MMDA will start apprehending violators and will issue traffic violation tickets.

The expanded number coding scheme runs from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m. on weekdays, except holidays.

To recall, prior to the coronavirus pandemic, the MMDA has been implementing the UVVRP to lessen the volume of vehicles on major streets in Metro Manila, including the almost 24-kilometer stretch of EDSA, the capital’s main thoroughfare.

Pre-pandemic, the MMDA said about 405,000 public and private vehicles traversed EDSA daily.

When lockdowns were imposed to prevent the spread of the COVID-19 virus and limited work operations in cities were implemented, the MMDA revised its policy by enforcing the UVVRP only during rush hours, which is from 5 p.m. to 8 p.m.

Under the scheme, vehicles with license plates ending in 1 and 2 are prohibited on Monday, 3 and 4 on Tuesday, 5 and 6 on Wednesday, 7 and 8 on Thursday, 9 and 0 on Friday during the said coding hours.

Exempted from the UVVRP are public utility vehicles, including tricycles, transport network vehicle services, motorcycles, garbage trucks, fuel trucks, marked government vehicles, fire trucks, ambulances, marked media vehicles, and motor vehicles carrying essential and or perishable goods.
