DAVAO City Mayor Sara Duterte-Carpio spent all of the P216 million contributions that she received for her vice presidential campaign during the May 2022 polls, her Statement of Contributions and Expenditures (SOCE) showed.
The Vice President-elect, who beat the June 8 deadline set by the Commission on Elections (Comelec) for the submission of the SOCE, declared that she received a total of P216,190,935.06 in campaign contributions.
This is composed of the in-kind contributions from her political party, Lakas Christian Muslim Democrats, amounting to P136,609,244.91 and the in-kind donations from other sources totaling P79,581,690.15.
On the other hand, the incoming Vice President reported that she spent P216,190,935.06 for her campaign, or 100 percent of the contributions that she received.
Under the law, candidates for president and vice president may spend P10 per registered voter, while other candidates are allowed to spend P3 per registered voter.
For independent candidates, they are allowed to spend P5 for every registered voter during the campaign.
As of Wednesday afternoon, six presidential candidates have filed their SOCEs, namely President-elect Ferdinand Marcos Jr., Vice President Leni Robredo, Sen. Panfilo Lacson, Sen. Manny Pacquiao, Manila Mayor Isko Moreno and lawyer Jose Montemayor.
Aside from Duterte-Carpio, other vice presidential candidates who have filed their SOCEs are Senate President Vicente Sotto III, Sen. Kiko Pangilinan, Dr. Willie Ong, Lito Atienza and Walden Bello.
The winning senatorial candidates who have already submitted their campaign expenditures reports are Sen. Sherwin Gatchalian, Rep. Loren Legarda, Rep. Alan Peter Cayetano, Sorsogon Gov. Chiz Escudero, former senator Jinggoy Estrada, for DPWH chief Mark Villar and actor Robin Padilla.
Under Republic Act No. 7166, all candidates and treasurers of the political party shall, within 30 days after Election Day, file their full, true, and itemized statement of all contributions and expenditures in connection with the election.
Based on Comelec Resolution No. 10695, the last day for the filing of SOCEs is on June 8, 2022.
In a separate interview, Comelec – Education and Information (EID) Director James Jimenez said Comelec Resolution No. 10505 provides that winning bets and party-list groups are given an additional six months from the date of proclamation to submit their SOCEs.
“Winning candidates, who fail to file SOCE, are barred from assuming office. The office of an elected candidate, who failed to file their SOCE, shall be deemed vacant until they have complied and submitted their SOCE within a period of six months from proclamation,” said the poll official.
After the lapse of six-month period, Jimenez said a permanent vacancy occurs if the winning candidate still fails to file his/her SOCE.
