STARTING today up to January 31 next year, the Commission on Elections (Comelec) will hold voter registration activities nationwide for the October 2023 Barangay and Sangguniang Kabataan (SK) polls.
“The resumption of the voters registration campaign will be from December 12, 2022 until the 31st of January 2023,” Comelec spokesman John Rex Laudiangco said in a statement.
Laudiangco added that registration activities will be suspended on December 24 and December 31.
The Comelec also said that voter registration activities in Baliwag, Bulacan will start only on December 22 to give way to a plebiscite on its planned conversion into a component city on December 17.
Voter registration activities will no longer resume in the Municipalities of Amadeo, Indang, and Tanza, and the city of Trece Martires in Cavite due to the scheduled February 25, 2023 special elections for the 7th Legislative District of Cavite.
Voter registration will be held from 8 a.m. to 5 p.m. from Mondays to Saturdays, including holidays, at the Office of the Election Officer (OEO) of the city/municipality/district where the applicant resides.
The Comelec said the OEOs are also expected to conduct satellite registration of voters in every barangay within its jurisdiction in public places such as barangay halls/centers; public and private schools and universities; malls and commercial establishments; and other public and convenient places.
Eligible to register as regular voters are all Filipino citizen at least 18 years of age on or before the day of the barangay elections; a resident of the Philippines for at least one year and in the place wherein he/she proposes to vote for at least 6 months immediately preceding Election Day; and are not otherwise disqualified by law.
For SK voters, eligible to register as youth voters are Filipino citizens at least 15 but not more than 30 years of age; residing in the barangay for at least 6 months on or before the Sangguniang Kabataan elections; and are not otherwise disqualified by law.
The Commission said application forms can be acquired for free either at the local Comelec offices or downloaded and printed from its official website.
Applicants are also advised to bring with them valid proofs of identification such as National ID (PhilSys); passport; Driver’s License; company ID; student ID or Library Card; Senior Citizens ID; PWD ID; Indigenous Peoples Certificate from the National Commission on Indigenous Filipinos; Barangay Certification with picture and signature of the applicant; or Duly Notarized Affidavit of Identification from the same barangay resident.
Applications open to the public are registration, transfer, change/corrections of entries in the registration records, reactivation of registration records, inclusion of registration records and reinstatement of name in the list of voters, and transfer of registration records from post to local.
The Comelec said they are also open to updating records of Persons with Disabilities (PWDs), Senior Citizens, and members of Indigenous Peoples’ (IPs) or Indigenous Cultural Communities (ICCs) and other members of vulnerable sectors.
Under Republic Act No. 11935, the next BSKE is scheduled on the last Monday of October 2023.
