Transpo agencies ‘barking up the wrong tree on NCAP’

THE Metropolitan Manila Development Authority yesterday said the Land Transportation Office and the Land Transportation Franchising and Regulatory Board are “barking up the wrong tree” on the No-Contact Traffic Apprehension Policy (NCAP) being implemented by the agency.

MMDA Task Force Special Operations Chief Edison “Bong” Nebrija said the agency’s NCAP is different from the policy being implemented by several local government units in Metro Manila, adding its version started 10 years ago with the approval of the Metro Manila Council.

Nebrija added the MMDA is not using a third service provider to manage and operate the CCTVs, digital cameras and other gadgets being used for its NCAP, unlike that of the LGUs.

“The MMDA’s NCAP has been enforced 10 years ago and it was approved by the MMC, as well as the penalties. We have our own CCTvs and personnel that enforces it,” Nebrija told the Laging Handa public briefing

“Why is it that all of a sudden, the MMDA is being dragged into this NCAP issue of local government units?” he added.

The MMC, composed of the 17 Metro mayors, is the governing and policy-making body of the MMDA.

The NCAP utilizes CCTV and digital cameras to identify traffic violators through videos and images. Once a violation is detected, the MMDA or the LGU issues traffic citation tickets and mail them directly to the vehicle’s registered owners.

Non-payment of fines within seven days means their vehicles will not be accommodated for re-registration.

In a statement posted on its website, the MMDA said it respects the autonomous status of LGUs to implement their own NCAP policies.

The LTO and LTFRB earlier called on the MMDA to suspend the NCAP for public utility vehicles for the opening of classes.

In a joint statement last Sunday, the two government agencies said this was in consideration of the expected increase in the number of passengers with the resumption of in-person classes.

Last week, Valenzuela City Mayor Wes Gatchalian, Paranaque City Mayor Eric Oliverez, Quezon City Mayor Joy Belmonte, Manila City Mayor Maria Sheilah “Honey” Lacuna-Pangan, and San Juan City Mayor Francis Zamora said they will continue to implement the NCAP despite the petition submitted by transports groups before the Supreme Court to declare it unconstitutional.
