Top executives of Palacio del Gobernador not appointed by the President — COA

STATE auditors have raised questions regarding the top executive posts of the Palacio del Gobernador Condominium Corp (PDGCC), noting that none of them underwent the nomination and evaluation process by the Governance Commission on GOCCs (GCG) before being appointed by the President of the Philippines.

The Commission on Audit noted that Sections 15 and 16 Chapter IV of RA No. 10149 mandates that all members of the Board, the chief executive officer and other officers of a GOCC, including appointive directors in subsidiaries, must be vetted for suitability and qualification by the GCG.

Out of a shortlist of names submitted by the commission, the President is supposed to choose his appointees.

Based on records, the PDGCC Board of Directors held a meeting on August 28, 2020 and appointed the current PDGCC officers. However, no list of nominees was submitted to the GCG hence none of the members of the present Board was a presidential appointee.

At present, the PDGCC is governed by the Board of Directors composed of eight members representing the Bureau of Treasury (BTr), the Intramuros Administration, and the Office of the President.

Heads of these agencies or their representatives also sit as president, vice president, treasurer, assistant treasurer, legal counsel, and internal auditor.

The current agency head is National Treasurer Rosalia De Leon who is functioning as president/chairperson.

PDGCC management said it had sent a letter to the GCG reiterating its previous request for clarification on guidelines and the nature of the corporation. However, it has yet to receive a reply.

The corporation generates funds from collecting dues from unit owners/members and tenants in the building.

As of yearend 2022, the PDGCC declared assets totaling P59.313 million against liabilities amounting to P2.72 million or an equity of P56.59 million.

Earnings for the year reached P31.96 million against operating expenses of P27.31 million or a net income of P4.65 million.
