Rivera elevated to BJMP chief

PRESIDENT Marcos Jr. has designated Director Ruel Rivera as the full-time chief of the Bureau of Jail Management and Penology, two months after he was named the acting bureau chief.

Rivera took over as the 10th BJMP chief last Monday in rites presided over by Interior Secretary Benjamin Abalos Jr., the BJMP announced yesterday.

Rivera assumed the post as acting BJMP chief last March 27 based on a Department of Interior and Local Government order, replacing Allan Iral who relinquished the post months before his retirement.

Rivera has previously served the BJMP in various capacities —deputy chief for administration, deputy chief for operations, chief of Directorial Staff, director for comptrollership, director for logistics, director for investigation and prosecution, and Finance Service chief, among others.

Rivera received his degree in Public Safety from the PNP Academy in 1995.

He is a holder of a master’s degree in Public Administration from the Batangas State University and acquired Doctorate units in Philosophy on Educational Management at the University of Rizal System.

A BJMP statement said Rivera, throughout his career, “has consistently demonstrated exceptional leadership skills, strategic thinking, and a deep understanding of the complexities and challenges faced by the jail bureau.

“He played a vital role in implementing innovative programs and initiatives aimed at enhancing the effectiveness of the BJMP’s operations and the rehabilitation of PDL (persons deprived of liberty),” it added.

“With his years of experience in various capacities within the BJMP, he displayed exemplary dedication and commitment to the bureau’s mission of ensuring safe and humane custody of PDL,” it added.

BJMP spokesman Chief Inspector Jayrex Joseph Bustinera said the designation of Rivera as BJMP chief was effective last Sunday.

“His key program is decongestion of our facilities,” said Bustinera.
