SEN. Ramon Revilla Jr. has filed a proposed measure that seeks to regulate parking fees in commercial and business establishments nationwide.

Senate Bill No. 1463 aims to fix parking rates in malls, supermarkets, restaurants, hotels, hospitals, schools, and dedicated parking facilities as follows: P20 for the first three hours plus P5 for every succeeding hour for all types of cars; P10 for the first three hours plus P2 for every succeeding hour for motorcycles; a P100 flat rate for overnight parking for all types of cars while motorcycles will be charged a flat rate of P50 for overnight parking.

The proposed measure also states that a P100 flat rate will be charged for valet parking service in addition to the parking fee; P100 in addition to parking fees for lost or damaged parking tickets; and P200 in addition to parking fees for lost or damaged parking cards.

The bill also proposes that a grace period of 15 minutes be given to pass-through customers who will be allowed to park for free, and also provide free parking for the first three hours for customers who have spent at least P500 in an establishment.

Similar bills have been filed in the past congresses that have not been passed into law.

“But now, I will make sure that this proposed measure will be passed by this 19th Congress which will somewhat decrease the expenditures of our citizens,” Revilla said.

Revilla said he respects the rights of business establishments to charge parking fees but added the government should also protect the rights of its citizens by ensuring fair and balanced parking fees since the management of some parking spaces in the country charge exorbitant fees which can go as high as P400 for eight hours.
