THE National Bureau of Investigation yesterday filed criminal complaints against M/Sgt. Daniel Florendo Jr. and four police trainees in the fatal shooting of former Army Corporal Winston Ragos in a quarantine checkpoint in Quezon City last April.
NBI Deputy Director Ferdinand Lavin said the complaints for murder, perjury and planting of evidence were filed before the Quezon City Prosecutors Office by the NBI Death Investigation Division, which conducted the probe on the killing of Ragos.
Aside from Florendo, also charged were police trainees Arnel Fontillas, Dante Fronda, Joy Flaviano and Dalejes Gaciles.
S/Sgt. Hector Besas was also charged for planting of evidence.
Florendo shot Ragos in Barangay Pasong Putik in Quezon City last April 21 after the latter supposedly started an argument with policemen manning the quarantine checkpoint in the area.
Florendo said he shot Ragos in self-defense but the ex-soldier’s family insisted he was unarmed and that police planted the .38 caliber revolver with bullets that was recovered in his sling bag.
Acting on the request of the Philippine Army, which gave Ragos a hero’s burial, the NBI conducted an investigation on the shooting.
