THE chief of the Davao region police yesterday said they have no “actionable” intelligence information in the continuing efforts to locate Kingdom of Jesus Christ (KOJC) leader Pastor Apollo Quiboloy who had been ordered arrested by a Davao City court for sexual abuse.

“We are waiting for their actionable intel on his (Quiboloy) whereabouts,” Brig. Gen. Alden Delvo told a press briefing in Davao City, referring to information from intelligence units of the PNP and the Armed Forces.

Delvo said they are coordinating with PNP intelligence units and with the Intelligence Service of the AFP (ISAFP) in locating Quiboloy.

“Without the actionable intel, I cannot give directive to my people. I need real, timely, relevant relevant intelligence information so (I), as the manager, the regional director, (I can) give proper directive to my men,” he added.

Asked if they have any idea on the whereabouts of Quiboloy, whom the National Bureau of Investigation (NBI) has tagged as a fugitive of justice, Delvo said: “None really. I am relying on our intelligence community to give relevant, timely and actionable information to me so that I could relay it to, of course, my bosses, so we can directives or instructions to the lower units.”

Delvo said tracker teams are doing their best to locate and arrest the pastor.

Delvo said policemen cannot just barge into a place without any actionable intelligence information, saying this may leave people traumatized.

“We are not going to do that. We need more information on where he is so we could really pinpoint and do our police operations on his arrest,” he said.

Delvo admitted knowing Quiboloy personally, adding that they share the same birthday (April 25). He said there were instances he celebrated his birthday with Quiboloy at the KOJC compound in Davao City.

Nevertheless, Delvo said this will not stop him from doing his job as a police officer, stressing that the Davao region police is exerting efforts to find and bring Quiboloy to justice.

“I am professional, I am just doing my job,” he said.

Policemen have already gone to at least three areas in the Davao region last week to serve the warrant against Quiboloy. Unfortunately, the pastor was not in any of these areas.

Delvo earlier said he believes Quibology was still in the Davao region or in Mindanao.

Police officials have appealed to the KOJC leader to surrender so he can post bail, which the Davao City court has set at P200,000.

The Senate has issued a separate arrest warrant against Quiboloy for failure to attend committee hearings on alleged human rights abuses.

Yesterday, Delvo said a team from the Senate’s Office of Sergeant-at-Arms (OSSA) arrived in Davao City last Monday to serve the Senate warrant.

“The Office of Sergeant-at-Arms is now here in Davao to effect the order of arrest issued by the Senate,” said Delvo, adding that the Senate has asked the PNP for assistance in serving the arrest warrant.

Delvo said the Davao region police, the PNP Criminal Investigation and Detection Group and the NBI are working together for the implementation of the arrest warrant issued by the Senate.
