MALACAÑANG yesterday reminded local government officials and those requesting declaration of special non-working days and holidays to make a request 30 days prior to the event.

Among requests for the proclamation of special non-working days or holidays come from local government units (LGUs) that want to celebrate the establishment of their municipalities or cities, or town or provincial festivals that are also attended by both domestic and foreign tourists. Some government offices also request the proclamation of special events to mark a special day, or week-long or month-long celebrations or milestone anniversaries.

Executive Secretary Lucas Bersamin, in Memorandum Order 20 dated February 27, said it has been observed that requests for the issuance of presidential proclamations are filed only a few days before the date itself or event. and that “some requests are filed with other offices thus causing unnecessary delays in the processing of the proclamation requests.”

declaring special non-working days or holidays must be filed with and received by the Office of the President no less than 30 days before the special day, and that the requests should be filed with the Office of the President or the Office of the Executive Secretary.
