MOTORCYCLE riders who take shelter under footbridges, overpasses, and flyovers during a heavy downpour will now be fined P1,000, a policy that the Metropolitan Manila Development Authority said took effect yesterday.
MMDA Chairperson Romando Artes yesterday said the agency had given riders sufficient time to be aware of the new policy, which is meant to reduce road obstructions and improve the safety of riders.
“Starting today, August 1, we will fine motorcycle riders caught sheltering under bridges, footbridges, and the MRT stations during heavy rains. Under the single ticketing system, violators will be meted a P1,000 fine,” Artes said.
Artes added the agency is not barring motorcycle riders from temporarily stopping and seeking shelter under footbridges and overpasses to put on their raincoats. But they must proceed to their destination after doing so, unlike before when they waited for the rain to stop.
He explained that aside from causing traffic congestion, staying under footbridges or overpasses for a long time may a pose danger to the riders, who may be hit by another vehicle.
He said the policy will be implemented not only along Epifanio delos Santos Avenue (Edsa) but “all major thoroughfares in Metro Manila.”
As of 4:30 p.m. yesterday, the MMDA said nine motorcycle riders have been apprehended at the Edsa Timog footbridge in Quezon City and issued tickets for traffic obstruction.
The agency had discussed the new policy for riders with Grab, Angkas, Joyride, TokTok, Transportify, Maxim, and Move It and Artes said they were supportive of the initiative.
The MMDA had also sought the assistance of gasoline stations to install tents at their premises where riders can take shelter during inclement weather.
