THE Commission on Audit’s Prosecution and Litigation Office has referred records of two public works projects undertaken by the city government of Tuguegarao, Cagayan to the Office of the Ombudsman for further investigation.
In a decision released yesterday, COA Commission Proper affirmed the 2016 decision of COA Region 2 which granted the appeal of city officials to lift the notices of disallowance (NDs) against the P9.18 million Tanza Drainage System Project and the P4.79 million Capatan Road Rerouting Project.
However, COA Chair Michael G. Aguinaldo and Commissioner Roland C. Pondoc recommended that the audit findings be transferred to the Ombudsman to look into violations of the provisions of RA 9184 or the Government Procurement Reform Act and its Revised Implementing Rules and Regulation by the city’s Bids and Awards Committee (BAC) and the Technical Working Group (TWG).
The BAC is composed of chairman Ronald L. Brillantes and members Jude W. Santos, Isidro Martin F. Reyes, Jr., Maria Ines S. Bunagan, Marcelino Gumabay, and Honorio Eduardo B. Reyes III.
On the other hand, the TWG members are Francisco V. Lingan, Jr., Francisco D. Marallag, Jr., and Antonio Purificacion.
