THE Armed Forces said it is not expecting major attacks from New People’s Army (NPA) rebels during the 55th anniversary of the Communist Party of the Philippines (CPP), its political wing, on December 26.

AFP spokesman Col. Medel Aguilar said the NPA lacks the capability to mount such attacks, noting that its strength is now down to around 1,000 men throughout the country.

“They no longer have the capability to carry out tactical offensives,” said Aguilar.

Nevertheless, Aguilar said the military will remain vigilant against such attacks.

The rebels traditionally mark the anniversary of the CPP and NPA by launching attacks against government and even civilian targets.

“Of course, our soldiers and policemen are ready to defend communities,” said Aguilar.

In a radio interview, Aguilar admitted the NPA still has a presence in some parts of the country, including Bicol, Caraga, Negros Island, Samar provinces, and Negros.

“But they’re already weak. On our part, even if we say they are already weak, we have to be ready (for atrocities),” said Aguilar.

Aguilar said he hoped the remaining NPA rebels in the country would surrender, noting President Marcos Jr. issued proclamations granting amnesty to rebels last week.

“Christmas and New Year are approaching. We hope they will surrender because the amnesty program is already there. Instead of pursuing violence, it’s better if they will surrender as a gift to our countrymen,” said Aguilar.

Aguilar said it is up to the national government if a unilateral ceasefire would be declared with the communists during the Yuletide season. The government did not declare a Christmas truce with the communists last year.

“That depends on the decision of the higher-ups if there is a need to declare a suspension of military operation that is unilateral,” said Aguilar.

“It’s up to the government if there will be a unilateral suspension of military operation. If that will happen, it’s to allow our soldiers to be with their families during the Christmas season,” said Aguilar.
