PRESIDENTIAL spokesman Harry Roque yesterday said that “by and large,” members of the PNP are still honorable and professionals as he took the cudgels for the police force reeling from various indiscretions, including the recent rape-slap in Ilocos Sur involving two more cops.

Roque said the National Bureau of Investigations (NBI) is investigating the incident in Cabugao, Ilocos Sur where two policemen were charged with the murder of a 15-year-old girl who had accused them of raping her and her 18-year-old cousin.

“Ang tingin ko naman po, marangal po ang PNP by and large, sila po ay propesyunal.

Siyempre po, sa dami ng mga pulis sa kanilang hanay siguro po may ilan diyan na bad apples (I think, the PNP members are honorable by and large, they are professionals. With having many members, there are bound to be some bad apples in the PNP),” he said.

Roque said it is best to wait for the results of the NBI investigation.

The two female teenagers were arrested by Staff Sergeants Randy Ramos and Marawi Torda for violating curfew and were allegedly taken advantage of while in custody.

The younger girl was reportedly gunned down while on her way home with some relatives after she filed a complaint for acts of lasciviousness against Morado. Ramos was accused of rape by the 18-year-old.
