A Vietnamese was arrested and charged by the National Bureau of Investigation before the Mandaluyong City Prosecutors Office for the illegal practice of medicine.

Trinh Thi Kieu Nguyen, who goes by the alias “Dr. Rosa,” was apprehended by operatives of the NBI Organized and Transnational Crime Division last January 8 in Mandaluyong City for violation of Section 10 in relation to Section 28 of Republic Act 2382 or the Illegal Practice of Medicine.

NBI Director Jaime Santiago said the operation stemmed from information provided by a confidential agent who told the NBI-OTCD about the operation of a beauty clinic being operated by a female Vietnamese citizen.

Santiago said NBI-OTCD operatives immediately conducted a surveillance operation, which confirmed the veracity of the information provided by the confidential agent who also acted as a poseur customer and was able to secure an appointment for a Botox procedure.

“It was revealed that a female Vietnamese national is offering medical procedures such as eyelid surgery, vaginal tightening, Botox and other cosmetic procedures for a fee at JK Beauty Clinic located on the ground floor of Jovan Condominium Building in Mandaluyong City,” Santiago said.

Armed with the information, NBI-OTCD operatives, along with the poseur customer and an undercover agent, proceeded to the beauty clinic for the scheduled Botox operation and nanofiller on the chin priced at P8,000 each.

Santiago said upon paying P16,000 for both procedures, the undercover agent gave the pre-arranged signal to the waiting OTCD operatives to arrest Nguyen.

“The operatives were able to recover from the subject the marked money and various medical paraphernalia,” the NBI chief said, adding that Nguyen underwent inquest proceedings before the city prosecutor’s office last January 9.

Santiago said the NBI is also coordinating with the Bureau of Immigration to check the immigration status of Nguyen, who is detained at the NBI detention facility.
