Senate passes bill fixing term of barangay, SK execs

The Senate on Tuesday afternoon unanimously approved on third and final reading a proposed measure setting the term of office for barangay and Sangguniang Kabataan officials.

All 22 senators who were present during yesterday’s plenary session voted in favor of the passage of Senate Bill No. 2816, with no abstentions, and no negative votes.

Under the bill, the term of office of barangay and SK officials shall be four years, but no elected barangay and SK officials will be allowed to serve for more than three consecutive terms in the same position.

Voluntary renunciation of office for any length of time shall not be considered as an interruption in the continuity of service for the full term for which an official was elected.

The bill stipulated that the next barangay and SK elections will be held on the first Monday of October 2027, and every four years thereafter.

The elected officials’ term will officially begin on the first day of November following their election.

All incumbent barangay and SK officials will remain in office once the bill is passed into law unless they are removed sooner or suspended for a cause, and until their successors shall be elected and qualified.

“Incumbent elective barangay officials serving their third consecutive term in the same position shall not be eligible to run for the same position in the October 2027 barangay and SK elections,” the bill stipulated.

During her sponsorship speech, Sen. Imee Marcos said: “With longer fixed term, the barangay officials and members of the SK will deepen their understanding of both national and local issues, as well as implement their own medium and long term initiative at the barangay level.”

The Senate also approved on third and final reading a proposed measure which seeks additional monthly pensions for retirees of the Department of Foreign Affairs, and a bill expanding gender-based harassment to include Artificial Intelligence and emerging technologies.
