Raps filed vs cabinet officials over Duterte’s arrest

DAVAO City Vice Mayor Sebastian “Baste” Duterte on Monday filed criminal complaints against several high-ranking officials in connection with former President Rodrigo Duterte’s arrest in March.

The named respondents in the 160-page complaint filed before the Office of the Ombudsman in Mindanao include Interior secretary Juan Victor Remulla, Justice secretary Jesus Crispin Remulla, Defense secretary Gilbert Teodoro, former PNP chiefs Rommel Francisco Marbil and Nicolas Torre III, and National Security adviser Eduardo Año.

Also named were special envoy for transnational crimes Markus Lacanilao, Justice undersecretary Nicholas Felix Ty, Philippine Center for Transnational Crimes executive director Anthony Alcantara, Prosecutor General Richard Anthony Fadullon, PNP spokesperson Police BGen. Jean Fajardo, and the owner and operator of the Gulfstream G550 jet that transported Duterte to The Hague in the Netherlands.

The respondents were charged with kidnapping, arbitrary detention, usurpation of judicial functions, and violations of the Anti-Torture (RA 9745) and Anti-Graft (RA 3019) laws.

The complaint alleges that upon arriving from Hong Kong on March 11, 2025, the former president and his companions were illegally detained before he was flown to the International Criminal Court (ICC) in The Hague to face trial for crimes against humanity.

In addition to the criminal charges, the vice mayor also filed administrative complaints against the same officials for serious dishonesty, grave misconduct, gross neglect of duty, and conduct prejudicial to public service.
