Two complaint-affidavits were filed on Thursday against Marikina Rep. Marcelino “Marcy” Teodoro before the Department of Justice (DOJ) for alleged acts of lasciviousness and rape by sexual assault.

The complainants are female police officers detailed as close-in security escorts of Teodoro at different times. Their identities were withheld to safeguard their privacy and security.

DOJ Assistant Secretary and spokesperson Jose Dominic Clavano said one of the complainants alleged that during the early period of her assignment, Teodoro allegedly committed acts punishable under Article 336 (Acts of Lasciviousness) of the Revised Penal Code.

“The other, who had earlier served as close-in [security details] to the respondent’s spouse, the city mayor [Maan Teodoro], and was later reassigned to the respondent himself, alleged violations under rape by sexual assault, as well as acts of lasciviousness of the Revised Penal Code,” Clavano said.

He said the complaints will undergo legal evaluation and case build-up to determine sufficiency of evidence before the conduct of any preliminary investigation.

“This ensures that any action, if warranted, will rest on a complete and substantiated record,” Clavano said

He assured Teodoro that he will be afforded due process.

The DOJ has yet to provide reporters a full copy of the complaint-affidavit.
