PNP files sedition raps vs ex-Army captain

PNP Criminal Investigation and Detection Group director Brig. General Nicolas Torre III on Wednesday filed criminal charges against a former Army captain for encouraging members of the armed forces and the police to withdraw support from the government during the former’s stint as regional police chief of the Davao region.

In an interview, Torre said former Philippine Army Capt. Clemente Enrique alias “Dado/Iking”, has been slapped with violation of Article 142 of the Revised Penal Code or inciting to sedition in relation to RA 10175 or the Cybercrime Prevention Act.

He said Enrique’s remarks were made when he was still the Davao Police Regional Office chief while serving warrants od arrest on Kingdom of Jesus Christ leader Pastor Apollo Quiboloy in the latter’s lair in Davao City.

“He said he wanted to overthrow the government. So you know in a democracy lahat may karapatan to express their grievances, that’s the beauty of democracy. However, there are limitations, it should be made within the bounds of the law,” Torre said.

He said Enrique called on the armed forces and the police to lay down their arms “unload them and point them down and abandon their jobs.”

Torre said Enrique’s seditious statements were posted or broadcast on various social media sites by vloggers.

Torre, however, clarified that the filing of cases against the former army captain was not meant to send shivers on those who want to air their sentiments against the government.

“We do not repress, we do not discourage expressing an opinion even if it is contrary to the government’s position. We just want to say that it should be done within the bounds of the law.
