PNP chief Gen. Rommel Francisco Marbil yesterday said the police force is finalizing a strategic plan that will institutionalize a human rights-based campaign against illegal drugs.

Marbil said the Anti-Illegal Drugs Roadmap 2024-2028 is being crafted by the PNP Drug Enforcement Group led by Brig. Gen. Eleazar Matta under the guidance of PNP directorates.

“This roadmap embodies a clear, strategic direction that aligns with President Ferdinand R. Marcos Jr.’s call for a humane and effective approach to solving the drug problem,” Marbil said.

Marcos has said that the campaign against illegal drugs under his administration will be “bloodless,” adding that “extermination” is not among the strategies that his administration will employ to end the country’s problem with illegal drugs.

The previous administration’s campaign against illegal drugs resulted in the death of thousands, many of them reportedly opting to fight it out with policemen.

“This roadmap is a testament to our dedication to protecting lives and upholding human dignity. It honors the heroism of our police force and aims to foster a safer, drug-free Philippines,” said Marbil.

“The mission is clear: to conduct intensified operations, ensure successful prosecution, and foster public awareness on the harmful effects of drugs in close partnership with our communities. This is not merely a policing effort but a holistic approach aimed at achieving a drug-free Philippines by 2030,” said Marbil.

He said the campaign against illegal drugs “is not just about enforcement.

“It is about prevention, partnership, and creating a safer, healthier environment for all Filipinos. Together, we will end the scourge of illegal drugs through a united, compassionate, and rights-based approach,” said Marbil.
