THE Metropolitan Manila Development Authority (MMDA) yesterday reassured motorists that it is carefully reviewing all apprehensions since it resumed enforcing the No Contact Apprehension Program last month on major roadways in the metropolis.
MMDA chief Romando Artes said not all of the more than 8,000 NCAP apprehensions resulted in the issuance of a notice of violation to motorists.
The agency resumed enforcing the NCAP on May 26 after the Supreme Court partially lifted its injunction on the policy.
“Bilang paglilinaw, hindi awtomatikong natitikitan ang mga nakita sa CCTV na mga paglabag. Sa katunayan, sa 8,586 na naitalang huli sa NCAP mula nang ipatupad ito, umabot lamang sa 4,100 ang kumpirmadong huli (To clear the air, violations captured by CCTV do not result in the automatic issuance of a ticket. In fact, of the 8,586 apprehensions since we resumed enforcing the NCAP, only 4,100 were confirmed violations),” Artes said.
“Ito ay dahil sa manual review at validation ng NCAP kung saan sinisiguro ng MMDA na tama ang huli nito bago mag-isyu ng notice of violation sa paglabag (This is because of the manual review and validation wherein the MMDA makes sure that the apprehension is correct before we issue a notice of violation),” Artes added.
He also stressed that the agency is open to ideas and suggestions by various groups, including those in the transport sector.
“Bukas at nakikinig ang ahensiya sa mga ideya, reklamo, at suhestiyon mula sa lahat ng sektor; at inaaksyunan ito ng MMDA para sa ikabubuti at ikaaayos ng implementasyon ng NCAP (The agency will listen to ideas, complaints and suggestion from all sectors, and the MMDA is doing something to address these for the effective implementation of NCAP),” he added.
Artes also maintained that the implementation of NCAP is not about the “collection of fines” but to enforce discipline on motorists.
At the same time, he said the MMDA is fine-tuning the text notification and mobile application that vehicle owners can use if they have a violation.
“Sinisiguro ng MMDA ang mahigpit na seguridad nito bago isapubliko para hindi magamit sa scam,” he added.
