Napolcom vice chair named

PRESIDENT Ferdinand R. Marcos Jr. appointed lawyer Rafael Vicente Calinisan as vice chairman and executive officer of the National Police Commission (Napolcom), which has administrative control over the PNP.

Executive Secretary Lucas Bersamin yesterday confirmed the appointment of Calinisan, who replaced another lawyer, Ricardo Bernabe III, who occupied the post for five months.

Before his appointment, Calinisan was a Napolcom commissioner. Interior Secretary Juanito Victor “Jonvic” Remulla chairs the commission.

Calinisan was named Napolcom commissioner last November. Before that, he was the chairman and executive officer of the Quezon City People’s Law Enforcement Board.

In a Facebook post, Calinisan, who received his appointment papers yesterday, said: “(I am) deeply honored and grateful to the President” for entrusting me with this new responsibility.

I won’t let you down.

“This is a significant milestone in my career in government, and I am more than committed to serving with dignity and integrity to promote the public interest,” said Calinisan.

Noting that Napolcom exercises administrative control and operational supervision over the PNP, Calinisan promised to “perform my functions to the best of my ability. Much is at stake.”

Calinisan assured Napolcom personnel that he will continue the “good works” of his predecessors while striving for further improvements in our office.”

“I will listen to all of you and we will move as a collective whole. Our Napolcom will be proactive, receptive to the needs of the PNP and the people, and to our own employees,” he said.

To the Filipino people, Calinisan said: “(I will) listen and respond to your concerns. Together, we will uphold transparency, accountability, social justice and effective service by both the Napolcom and the PNP to ensure a safe nation for all.”
