Marcos Oks adoption health master plan

PRESIDENT Marcos Jr. has approved the adoption of the National Human Resources for Health Master Plan for 2020-2040 (NHRHMP) which aims to ensure sustainable and equitable distribution of health infrastructure and human resources in the country.

Malacañang yesterday released a copy of Memorandum Circular No. 72, which was signed by Executive Secretary Lucas Bersamin on October 28.

The NHRHMP aims to contribute to the country’s efforts to attain the United Nations Sustainable Development Goals, particularly on ensuring healthy lives and the promotion of the well-being of the people.

It was crafted by the Department of Health, as guided by the Republic Act No. 11223 or the “Universal Health Care Act,” to serve as the blueprint for the management and development of the country’s Human Resources for Health (HRH); and to provide policies and strategies for the generation, recruitment, retraining, regulation, retention and reassessment of the health workforce based on population health needs.

MC 72 directs the DOH to lead the implementation of the NHRHMP 2020-2040 which includes monitoring of HRH plans of the national and local governments, and ensuring their consistency with the NHRHMP 2020-2040; and institutionalizing an HRH network and creating technical working committees, as necessary, to take actions on technical issues concerning implementation of the NHRHMP 2020-2040 MC 72.

HOSPITALS

The President signed into law several bills that seek to upgrade and expand bed capacities in government hospitals in Bangui in Ilocos Norte, Jagna in Bohol, Carmen in Bohol, and Isabela in Basilan.

RA 12040, which Marcos signed into law on October 28, seeks to elevate the Bangui District Hospital into a Level II district hospital. RA 12056, signed on October 31, upgrades the Basilan General Hospital into a Level III hospital that will be known as the Basilan Medical Center.

The two laws will enable the two hospitals to increase their bed capacities and medical teams.

The President also signed RA 12041 that increases the bed capacity of the Teodoro B. Galagar District Hospital in Jagna in Bohol to 100 beds, from 75; and RA 12042 that increases the bed capacity of the Congressman Simeon G. Toribio Memorial Hospital in Carmen, also in Bohol, to 75 from 40.

Marcos also signed RA 12043 into law last October 26 that named a specialty hospital in San Jose Del Monte in Bulacan as the “St. Bernadette Children and Maternity Hospital.”

The specialty hospital has a 100-bed capacity and is under the administrative and technical supervision of the City of San Jose del Monte.
