OPERATIVES of the National Bureau of Investigation (NBI) have arrested a man accused of kidnapping the minor children of his former live-partner in an operation in Pugo, La Union last October 29.

NBI Director Jaime Santiago said the victims were rescued from the suspect, who was identified as Jesushan Carino.

The children have been turned over for care and custody to the Dagupan City Social Welfare and Development Office.

The NBI operation report showed that the two girls were supposedly entrusted last May by their mother to Carino, who reportedly made a commitment to return them by July 1.

However, Carino failed to bring back the children until October 29, prompting the mother to seek help from the NBI Alaminos District Office.

Carino has been charged before the Office of the City Prosecutor in Dagupan City, Pangasinan with kidnapping and failure to return a minor as defined and penalized under Art. 270 of the Revised Penal Code; and Violence Against Women and their Children as defined in Section 5 (i) of RA 9262 and additional violations under RA 7610.
