THE Commission on Elections (Comelec) yesterday declared the Lakas–Christian Muslim Democrats (Lakas-CMD) as the dominant majority party in the May 12 national and local polls.
The Nacionalista Party (NP) was also named as the dominant minority party under Resolution No. 11119.
The Comelec en banc said Lakas-CMD and NP have the highest computed weight average points among the 11 national political parties that filed their applications.
The remaining nine national political parties were declared as major political parties under the Comelec resolution.
According to Republic Act No. 9369, the Comelec shall furnish the dominant majority and minority parties, 10 accredited major national parties, and two accredited major local parties with copies of the election returns and the certificates of canvass.
The dominant majority and minority parties are entitled to receive election results to be transmitted directly to their respective servers from all the polling precincts that functioned and from overseas voting.
Their poll watchers are likewise given preference space in canvassing or consolidation centers.
Party president Speaker Martin Romualdez welcomed the Comelec’s recognition of Lakas-CMD as the dominant majority party, saying it is “a reaffirmation of the party’s legacy of leadership and action.”
“Lakas-CMD welcomes the Commission on Elections’ (Comelec) recognition of our party as the dominant majority party for the 2025 midterm elections. This is a significant moment for us – not just as a political organization, but as a team that has consistently worked to move the country forward,” Romualdez said.
The Speaker stressed the party’s contributions to national development, citing its history of producing two presidents and “shaping key policies that strengthened the economy, enhanced national security, and built critical infrastructure.”
“Lakas-CMD has been here before. We have led, we have governed and we have delivered. Our party has produced two presidents and played a major role in shaping policies that strengthened the economy, improved national security, and built critical infrastructure,” he said.
He also said: “We have always believed that leadership is about producing real results, not just holding positions.”
The Comelec said the determination of the dominant majority and minority parties were made using five criteria and their respective average points.
These include the history and record of the political party, number of incumbent elected officials, number of identified local chapters, number of official national and local candidates, and number of women candidates.
It said Lakas-CMD scored 41.81 points, while NP garnered 35.37 points.
As for the major political parties, their computed weight average points ranged from 8.75 to 29.75.
These are Partido Federal ng Pilipinas (PFP), Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), Liberal Party of the Philippines (LP), Nationalist People’s Coalition (NPC), Aksyon Demokratiko (Aksyon), National Unity Party (NUP), Akbayan Citizens Action Party (Akbayan), Partido Demokratikong Reporma (PDR), and United Nationalist Alliance (UNA).
“Since only 11 national political parties filed their petition for accreditation, from which the dominant majority and dominant minority parties were selected, there remained only nine major political parties that qualified for accreditation,” said the Comelec.
During the May 2022 polls, the PDP-Laban was declared as the dominant majority party while NP was named the dominant minority party.
LOCAL POL PARTIES
The Comelec also accredited 14 local political parties as major local parties in their respective regions/provinces/cities.
These are Arangkada San Joseno Inc. (ARANGKADA) for the city of San Jose del Monte, Bulacan; Asenso Manileno Movement (ASENSO MANILENO) for the city of Manila; Bileg party (BILEG) for Ilocos Sur; Filipino Rights Protection Advocates of Manila Movement (FRONTLINERS ANG BIDA) for the National Capital Region; Hugpong sa Tawong Lungsod (HTL) for Davao City; Kusog Bikolandia (KB) for Bicol Region; and Malayang Kilusan ng mga Mamamayang Zambaleno (MAKIMAZA) for Zambales.
Also declared as major local parties are Partido Balikatan ng Bataan (BALIKATAN) for Bataan; Partido Navoteno (NAVOTENO) for Navotas City; Serbisyo sa Bayan Party (SBP) for Quezon City; Solidarity for Transformation, Advancement Nationalism Towards a Dynamic, United, and Progressive Quezon Province (STAND-UP OR STAN Q) for Quezon; Together as One (TAO) for Cagayan Valley; Unang Sigaw Partido ng Pagbabago (UNANG SIGAW) for Nueva Ecija; and Umpungan ng Mapagmalasakit Party (UMP) for Maguindanao. – With Wendell Vigilia
