July 1-11 voter registration open on Sundays – Comelec

THE Commission on Elections (Comelec) intends to make full use of the 11 days of the voter registration period for the December 2025 Barangay and Sangguniang Kabataan Elections (BSKE) by accepting applicants even during the weekend.

Under Resolution No. 11150, the registration activities from July 1 to 11 will be open from Mondays to Sundays, including holidays, from 8 a.m. to 5 p.m.

In the past, voter list-up activities are not held during Sundays.

“Reception of applications for registration in all Offices of the Election Officer (OEOs) nationwide shall be from July 1, 2025 to July 11, 2025,” the Comelec resolution stated.

“They shall be personally filed at the OEO of the city/municipality/district, where the applicant resides, during office hours, from 8 am to 5 pm from Mondays to Fridays, including Saturdays, Sundays, and holidays,” it added.

The poll body said voter registration activities shall be open for new registration, transfer, change/corrections of entries in the registration records, reactivation of registration records, inclusion of registration records, reinstatement of name in the list of voters, and transfer of registration records from foreign service post to local.

They will also be open for the updating of records of persons with disabilities (PWDs), senior citizens (SCs), and indigenous people (IPs) or members of indigenous cultural communities (ICCs), and other members of vulnerable sectors.

The poll body said it will also conduct satellite registration of voters within the city/municipality/district, subject to the approval of the concerned local Comelec, in areas such as barangay halls/centers; public and private schools and universities; malls and commercial establishments; and other public and convenient places.

“The OEO shall have the authority to facilitate and coordinate with the concerned barangay officials, university and school heads, establishment or mall owners/administrators, citizens arms, and other election stakeholders for the establishment of satellite registration of voters,” it said.

Meanwhile, the Comelec said all OEOs shall continuously receive online filing of application for reactivation from July 1 to 7, 2025.

“The online filing of application for reactivation; reactivation with transfer of registration within or with correction of entries; reactivation with transfer within and correction of entries; and reactivation with updating of records of SCs and persons with disabilities shall be continuously received by the OEOs, through their official email addresses,” it said.

Eligible to register as regular voters are Filipino citizens, those who are at least 18 years of age on or before the day of the barangay elections, a resident of the Philippines for at least one year and in the place wherein he/she proposes to vote for at least six months immediately preceding the barangay polls, and those not otherwise disqualified by law.

Qualified as SK voters are Filipino citizens; those who are at least 15 but not more than 30 years of age; those residing in the barangay for at least six months on or before the SK polls; and those not otherwise disqualified by law.

When applying, the applicant must personally appear before the EO and state his or her name and exact address, specifying the house number, street name, area, district, purok or sitio, and barangay where he or she resides.

They are also required to present identification documents that bear the applicant’s photograph and signature, such as their national identification (ID) card; postal ID card; PWD ID card; student ID card or library card; senior citizen’s ID card; driver’s license or student permit; National Bureau of Investigation clearance; Philippine passport; SSS/GSIS or other UMID ID card; Integrated Bar of the Philippines (IBP) ID card; Professional Regulatory Commission (PRC) license; certificate of confirmation issued by the National Commission on Indigenous Peoples (NCIP) in case of members of ICCs or IPs; and any other government-issued valid IDs.

On the other hand, the Comelec said it will no longer accept barangay identification or certification; community tax certificates (cedula), and PNP clearance as valid identification documents for purposes of voter registration.
