Ex-Manila councilor nabbed for kidnapping raps

A former Manila city councilor was arrested by operatives of the National Bureau of Investigation upon his arrival at the Ninoy Aquino International Airport on kidnapping charges.

In a brief statement, NBI Director Jaime Santiago said Roderick Dayanan Valbuena was arrested last May 20 at NAIA Terminal 1 by operatives of the NBI-International Airport Investigation Division.

Santiago said Valbuena has an “outstanding warrant of arrest for kidnapping for ransom” issued by Branch 61 of the Makati City regional trial court.

He said Valbuena is one of the five subjects of the warrant.

“Having been informed that Valbuena will arrive from Las Vegas on May 20, 2025 at the NAIA Terminal 1 in Pasay City, Agents of NBI-International Airport Investigation Division were immediately dispatched. At around 10:37 a.m., the accused arrived and was escorted by IAID operatives,” Santiago said.

He said Valbuena is at the NBI detention facility in Muntinlupa City.

“Return of the warrant was made to the issuing court the following day,” the NBI chief added.

In 2018, Valbuena was slapped with two falsification charges before the Sandiganbayan Second Division due to his failure to disclose his wife’s assets, among other things, in his Statement of Assets, Liabilities and Net Worth.
