Dismissed Department of Public Works and Highways (DPWH) engineer Henry Alcantara claimed on Tuesday that former senator Ramon “Bong” Revilla Jr. and Ako Bicol party-list representative Zaldy Co received kickbacks from anomalous flood control projects in Bulacan.
Alcantara made the allegations in a signed affidavit submitted during the fifth hearing of the Senate Blue Ribbon Committee.
Alcantara clarified, however, that he did not transact directly with Revilla and that the kickbacks were coursed through former DPWH undersecretary Roberto Bernardo.
