DOJ issues immigration watchlist order against CO amid DPWH Scandal

Justice Secretary Jesus Crispin Remulla on Thursday said the Department of Justice (DOJ) has issued an Immigration Lookout Bulletin Order (ILBO) against Ako Bicol party-list Rep. Zaldy Co on the request of Public Works and Highways Secretary Vince Dizon.

With the ILBO, Remulla said the DOJ is working to trace the movements of Co, including reports that he is now in Madrid, Spain.

Co has been tagged by former DPWH officials as the recipient of billions of pesos in supposed “proponent” commissions from infrastructure projects which were funded by budget insertions made possible by the lawmaker.

A former security consultant of the party-list solon also told the Senate Blue Ribbon Committee on Thursday that he delivered suitcases filled with money to Co’s condominium unit in the Horizon Residences in the BGC and to the house of former House Speaker Martin Romualdez in Forbes Park.

Dizon has sought a freeze order on Co’s nearly P5 billion air assets.

Remulla said an ILBO will not prevent an individual from leaving the country as it is only meant to alert authorities of the subject individual’s travel details, such as the date of his departure and expected return, the purpose of travel, and the destination.

He said only a preventive hold departure order (PHDO) issued by a court can prevent an individual from leaving the country.
