THE Department of Migrant Workers (DMW) yesterday disclosed the growing practice of seafarer applicants being made to undergo unnecessary and repetitive medical examinations.
In its Advisory No. 20-2025, the DMW said it has learned about the illegal and unethical practices related to Pre-Employment Medical Examinations (PEME) for applicant seafarers, with some Licensed Manning Agencies (LMAs) also involved.
“It has come to the attention of the Department that some unscrupulous PEME clinics are requiring applicants to undergo unnecessary and repetitive medical examinations, tests, or consultations on applicant seafarers in the guise of confirming fitness to work abroad,” said the DMW.
“The Department also noted reports that Licensed Manning Agencies (LMAs) collect rebates and commissions from PEME clinics,” it added.
“Such practices constitute grave exploitation of seafarers, violate existing laws and regulations, and undermine the integrity of the overseas employment program,” said the DMW.
Because of this, the DMW said it is issuing the advisory directing LMAs to implement remedial measures to ensure better protection for seafarer applicants.
It added that LMAs must ensure that PEME clinics conducting examinations for their applicants are compliant with Department of Health regulations, particularly in ensuring that seafarers are not subjected to unnecessary medical examinations and that they follow strictly the schedule of fees.
The DMW also said LMAs must show workers the breakdown of PEME coverage and costs, and shall allow the applicant to review and question any fee imposed on them.
It also reminded LMAs to desist from receiving any commission, rebate, or any other form of financial consideration arising from the PEMEs.
The Department said it will conduct periodic inspections and investigations into the alleged exploitative practices and schemes.
“LMAs that fail to comply shall be subject to the proper administrative sanctions leading to either cancellation or suspension of license and disqualification of employers,” said the DMW.
