THE Department of Interior and Local Government (DILG) on Monday disowned a document that made it appear the department awarded a P600.58 million procurement contract to a firm.
In a statement, the DILG said it has received “alarming reports” about the fraudulent document, falsely bearing the name and signature of Interior Secretary Juanito Victor “Jonvic” Remulla and other DILG officials.
“The document purports to authorize a procurement contract worth over P600 million for construction supplies,” the DILG said.
The contract was reportedly awarded to EAD4 Hardware Trading, supposedly owned by one Emily Marzan Bayudan, on June 11, 2024, the DILG said.
Remulla was not yet the DILG Secretary at that time. He assumed the post on October 9, 2024, replacing former Mandaluyong City mayor Benjamin “Benhur” Abalos Jr.
“The public is hereby informed that no such procurement activity has been undertaken, and no contract for the same has been issued or awarded by the DILG or its COBAC (Central Office Bids and Awards Committee),” the DILG said.
“The document in circulation is entirely spurious, counterfeit, and has no legal effect whatsoever,” the department said.
The DILG urged the public to be vigilant and exercise due diligence when it comes to the authenticity of documents, especially involving large-scale transactions in the department.
“For accurate and official information, please consult the DILG verified website and official communication channels,” the DILG said.
It said it is treating the matter “seriously,” adding that it is coordinating with “appropriate authorities “to investigate the incident and hold accountable those responsible for this fraudulent scheme.”
“The DILG will pursue all available legal remedies and ensure that those involved are prosecuted to the fullest extent of the law,” the department also said.
