THE Department of Education (DepEd) yesterday officially launched the 2025 summer programs, which include a four-week learning camp and a 20-day tutorial session to address learning gaps and strengthen foundational and grade-level competencies among learners in public schools.
Education Secretary Sonny Angara said the summer programs will be a combination of interactive tutorials and targeted interventions focusing on phonics, fluency, vocabulary, and comprehension in reading, and number sense, basic operations, and problem-solving in mathematics.
“We are dedicated to creating opportunities for all students to thrive. Our summer programs are designed to provide the necessary support and resources to help learners overcome challenges and achieve their full potential,” Angara said.
For Key Stage 1, the DepEd will pilot the “Bawat Bata Makababasa” program, a 20-day tutorial designed to raise the reading proficiency of early-grade learners.
Beyond reading instruction, the program also integrates nutrition and vision screening to support holistic learning, as well as enhance teacher effectiveness, assessment strategies, and learners’ access to reading materials.
“The pilot phase will target Grades 1 to 3 learners in Region 9 and select divisions in Regions 6 and 7, which were affected by the recent Mt. Kanlaon eruption,” Angara said.
The Literacy Remediation Program will support Grade 3 learners identified as low emerging in the Comprehensive Rapid Literacy Assessment this school year.
It will be implemented in all regions except Region 9 (Zamboanga Peninsula), the Kanlaon eruption-affected divisions in Regions 6 (Western Visayas) and 7 (Central Visayas), and 10 schools included in the 2025 Learning Camp.
Angara said that for Key Stages 2 to 4, DepEd is implementing the Summer Academic Remedial Program for Grades 4 to 12 learners who failed one or two subjects during the school year.
He added that early-grade learners who failed some subjects will be directed to the reading-focused programs, depending on what is available in their division.
In addition, Angara said DepEd regional offices will continue to implement their respective Regional Remediation Programs to provide reading and math support to Grades 4 to 12 learners to ensure that they can progress to the next grade level with the necessary competencies.
Lastly, DepEd will conduct the 2025 Learning Camp, a four-week intervention piloted in 10 select schools across the Matatag Pilot Regions, namely Regions I (Cagayan), II (Ilocos), VII (Central Visayas), XII (SOCCSKSARGEN), National Capital Region, Cordillera Administrative Region, and Caraga.
The Learning Camp builds on insights from the National Learning Camp implemented since last year and aims to enhance teacher capacity.
“Learners who are identified as needing targeted support require mandatory attendance at the specific Summer Programs,” Angara said.
He said the DepEd will provide incentives for teachers involved in the summer sessions, including vacation service credits and professional recognition for their contribution.
“We recognize that our teachers are at the heart of learning recovery. These incentives are a way to value their dedication and expertise, particularly during the summer break,” Angara added.
He said that data generated from the Summer Programs will be used to improve the implementation of the Academic Recovery and Accessible Learning Program.
