THE Department of Budget and Management (DBM) has released over P1.64 billion for the 2023 performance-based bonuses (PBB) of officials and employees of the Philippine Army in recognition of their service to the nation.

Palace Press Officer Claire Castro, in a briefing in Malacanang yesterday, said around 110,000 soldiers who received “very satisfactory” ratings in their strategic performance and management system assessment are eligible for the PBB.

“President Ferdinand R. Marcos Jr. is aware of the skill and sacrifice of the soldiers in performing their duties as defenders of the freedom and sovereignty of the Philippines, so it is only right to repay the bravery of our soldiers,” Castro said.

Budget Secretary Amenah Pangandaman, in a statement, said a total of “110,688 qualified officials and employees of the Armed Forces of the Philippines – Philippine Army (AFP-PA)” would receive the performance-based bonus, which would be charged against the Miscellaneous Personnel Benefits Fund under Republic Act No. 12116, the FY 2025 General Appropriations Act.

Pangandaman said the PBB is equivalent to 45.50 percent of a soldier’s monthly basic salary as of December 31, 2023.

She said those who are eligible for the PBB are soldiers who achieved a “very satisfactory” rating in three screenings under the Civil Service Commission-approved Strategic Performance and Management System (SPMS) or system required by the Career Executive Service Board.

She said the approved bonus is also a continuing effort of the Marcos administration to support the welfare of government employees and ensure that public funds are used transparently and responsibly in delivering due compensation.

“We know, especially President Marcos, the perseverance and sacrifice of every soldier who dedicates their lives to defending peace and protecting our people. This release underlines our commitment to recognize and reward our men and women in uniform who fulfill their duties excellently,” Pangandaman said.
