TWO female police officers yesterday filed complaints for alleged acts of lasciviousness and rape by sexual assault against Marikina 1st District Rep. Marcy Teodoro before the Department of Justice.
The complainants worked as close-in security escorts of Teodoro at different times.
DOJ Assistant Secretary and spokesperson Jose Dominic Clavano said one of the complainants alleged that during the early period of her assignment, Teodoro committed acts punishable under Article 336 (Acts of Lasciviousness) of the Revised Penal Code.
“The other, who had earlier served as close-in to the respondent’s spouse, the city mayor, and was later reassigned to the respondent himself, alleged violations under rape by sexual assault, as well as acts of lasciviousness of the Revised Penal Code,” Clavano added.
Teodoro slammed the complaints, saying they appear to be “politically motivated.”
He denied the allegations, saying: “Ang mga akusasyon sa akin ay malisyoso at hindi totoo (The allegations against me are malicious and false).”
Teodoro said the release of the complaints appears to be “orchestrated.”
“At ang lumabas na kwento ay hindi kapanipaniwala (And the story that came out is incredible),” he said.
“Sobra na at sunod-sunod ang mga atake sa akin. Nakakaawa na ko (It’s too much and the attacks against me are successive. I’m pitiful),” Teodoro said, adding he has yet to receive a formal copy of the complaints.
“I’m calling and hoping for an impartial, transparent and open investigation to protect my reputation,” he said.
Teodoro’s wife, Mayor Maan Teodoro, said he stands beside her husband;
“I know his heart, his character, and his integrity, and I stand beside him because I know the truth. These accusations are not only false, they are deeply hurtful to our family and to the people of Marikina who know who Marcy really is.
For years, I have seen him serve with humility, honesty, and compassion. Marcy is a loving husband, a good father, and a true public servant.”
Clavano said the complaints will undergo case build-up and legal evaluation to determine the sufficiency of evidence before any preliminary investigation.
“This ensures that any action, if warranted, will rest on a complete and substantiated record,” he added.
Clavano assured Teodoro that he would be afforded full due process, while the identities of the complainants are being withheld to safeguard their privacy and security.
The DOJ has yet to provide reporters a full copy of the complaint-affidavit as of press time. – With Wendell Vigilia and Christian Oineza
