Comelec union urge appointment of ‘insiders’ as commissioners

THE Employees Union (EU) of the Commission on Elections (Comelec) yesterday called on President Marcos Jr. to appoint from the ranks those who will replace retiring Commissioners Socorro Inting and Marlon Casquejo.

The Comelec workers said such an appointment will be beneficial to the poll body in its ongoing preparations for the forthcoming electoral exercises.

“We believe it is crucial to place individuals, who are already familiar with election laws, election administration, and management considering that this year, the Comelec is set to conduct three electoral exercises,” said the Comelec-EU.

It noted how the poll body will be conducting the national and polls as well as the first ever Bangsamoro parliamentary elections in May, while the barangay and Sangguniang Kabataan elections will be held in December.

“Placing people who knows elections like the back of their hands will surely redound to the benefit of the Filipino people,” it added.

In a separate interview, Comelec-EU president Imelda Panis said they are not recommending anyone in particular to become the next commissioner “as long as he or she is an insider.”

Inting and Casquejo are set to retire on February 2 after completing their seven-year term of office. 

Inting was appointed on April 18, 2018, while Casquejo was appointed in June, both by then President Rodrigo Duterte.

Their retirement will leave Comelec chairman George Garcia, as well as Commissioners Rey Bulay, Aimee Ferolino, Ernesto Maceda, and Nelson Celis as members of the Comelec en banc.

Ferolino and Casquejo both came from the ranks of the poll body.

Prior to his appointment, Casquejo served as the assistant Regional Election Director (ARED) of Davao Region, while Ferolino was a former Davao City election officer.
