ELECTIONS chairman George Garcia yesterday said the Commission on Elections (Comelec) is open to amending its rules and guidelines on the use of social media and artificial intelligence (AI) for the 2025 midterm elections if necessary.

Garcia said the Comelec came out with its rules and guidelines on the use of AI and social media as campaign platforms because they expect that the two will play a big role in the May 2025 national and local polls.

“Because of the advent of different technologies, we really expect more of the misinformation, disinformation, and deep fakes,” he said.

He said the Comelec has been closely monitoring how the US polls was conducted, particularly on how the social media and AI became important factors.

“What to learn from this? The use of artificial intelligence during elections. We have to clearly understand how this is being used by candidates to influence voters, to spread disinformation. This is the one we are particularly looking into,” said Garcia.

He said that if necessary, he will “convince the Comelec en banc to amend certain provisions of our social media guidelines.”
