PNP chief Gen. Rommel Francisco Marbil yesterday urged Barangay Anti-Drug Abuse Councils (BADACs) to be proactive in the rehabilitation of drug dependents.
In a statement, Marbil said the campaign against illegal drugs is not just making arrests, referring to police operations to apprehend drug dealers and traffickers.
“As we exert relentless pressure on drug suppliers and their networks, BADAC officials must take the lead in rehabilitating and reforming their constituents,” said Marbil.
“Our recalibrated approach prioritizes human rights, ensuring that while we go after those who profit from illegal drugs, we also provide opportunities for those who can still be saved,” said Marbil.
Marbil said the revitalized war against illegal drugs follows a “back to basics” strategy, focusing on community-driven solutions.
He added that barangay officials and residents are in the best position to identify people who require intervention and support.
“BADACs serve as the frontline force in our fight against illegal drugs at the grassroots level. We need them to be proactive—not just in monitoring illegal drug activities but also in ensuring that those seeking reform are given real opportunities for rehabilitation and reintegration into society,” said Marbil.
Under the PNP’s recalibrated war on drugs, the PNP has intensified its intelligence-driven operations against high-value individuals involved in the drug trade and dismantling of drug syndicates.
At the same time, the PNP has enhanced its coordination with local government units and BADACs to ensure a comprehensive and holistic response to the drug problem.
The PNP, in partnership with other law enforcement and health agencies, has been providing training and capacity-building to BADAC personnel throughout the country on drug prevention initiatives, community-based rehabilitation programs and information campaigns
“The fight against illegal drugs is not just about making arrests. It is about saving lives, protecting communities, and upholding human rights at every stage,” said Marbil.
“Our message to BADACs is clear—fulfill your role in reforming and protecting your people while we focus on neutralizing the sources of this menace,” the PNP chief added.
Marbil said BADACs are the “game-changer” in the anti-drug campaign “and we expect them to rise to the challenge.”
Police seized P1.2 million worth of suspected dangerous drugs and arrested 51 individuals during a weeklong buy-bust operation in Pasig, Mandaluyong, Marikina, and San Juan.
Col. Villamor Tuliao, Eastern Police District director, said the operations were held from February 15 to 21.
In the anti-illegal drug operation, EPD conducted 39 operations, which led to the arrest of 51 individuals and the seizure of 178.56 grams of shabu, 35.43 grams of high-grade marijuana (KUSH), and one gram of marijuana, along with other drug paraphernalia, with a total Standard Drug Price (SDP) of PHP 1,267,473.90. – With Christian Oineza
