Bar examinees exempted from vehicle coding scheme

BAR exam takers who will travel in private vehicles to their respective local testing centers (LTCs) in Metro Manila on September 10 will be exempted from the number coding scheme, the Supreme Court (SC) announced yesterday.

The SC said it has coordinated with the Metropolitan Manila Development Authority (MMDA) so that examinees will not be inconvenienced if they cannot use their vehicles on that day due to the number coding scheme.

Plate numbers ending in 5 and 6 are barred from Metro Manila’s main thoroughfares from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m. on Wednesdays.

In a memorandum dated September 03, 2025 issued by the MMDA, the SC said exempting Bar examinees from the number coding scheme is aimed to “further assist the examinees with the upcoming Bar examinations.”

The SC said that examinees who want to avail of the exemption are instructed to display a copy of their Bar exam permit (Notice of Admission) on their vehicle’s windshield so that traffic enforcers can easily recognize the exemption and extend the necessary assistance to them.

In case of apprehension, the SC said that examinees and/or drivers must present the Notice of Admission to avail of the exemption.

Examinees are required to register one vehicle so they will be exempt from the contactless apprehension.

“Examinees are reminded that they may only register one vehicle and the BCO will only recognize the latest vehicle registered in the form. The deadline for registration is on September 8, 2025,” the SC said.

It also said that examinees are discouraged from sharing their Bar Examination Number to avoid misuse of the number coding exemption.

It said that vehicles will be exempted from the contactless apprehension if the Notice of Admission is “prominently displayed” on the rear windshield and the plate number has been registered.

The SC said the exemption is also applicable to examinees whose testing centers are outside Metro Manila but will pass through the jurisdiction of the MMDA.

The Bar exams are scheduled on Sept. 7, 10, and 14.
