Arraignment of ex-DOE chief for graft charge set October 1

The Sandiganbayan has set on October 1 the arraignment and pre-trial of former Energy Secretary Alfonso Cusi for a criminal charge of alleged violation of the Anti-Graft and Corrupt Practices Act (RA 3019), together with 10 other co-accused.

A copy of a court order signed by Associate Justice Karl B. Miranda, chairperson of the anti-graft court’s Third Division, noted that Cusi posted a P90,000 cash bail bond on Sept. 10, 2025 to be allowed provisional liberty while the case is pending.

Similar directives were issued to former Energy undersecretaries Robert Uy and Donato Marcos; former assistant secretary Leonido Pulido III; Energy Resource Development Bureau directors Cesar Dela Fuente III and Demujin Antiporda; Petroleum Resources Division head Guillermo Ansay; Financial Services director Araceli Santos-Soluta; Compliance Division chief Thelma Cerdeña; Legal Services director Arthur Tenazas; and DOE lawyer Rowena Joyce delos Santos.

All 10 have also posted bail bonds and were likewise ordered to appear before the court on October 1 for the arraignment.

They were named co-defendants in the graft case filed by the Office of the Ombudsman on August 28.

Prosecutors alleged undue haste and irregularities in the approval of the disposal through sale in 2019 of Chevron’s 45 percent stake in the Malampaya gas-to-power facility in Palawan to Udenna Corp, a company owned by Davao-based businessman Dennis Uy.

Senators have aired concern over the deal, noting Uy’s closeness to then sitting President Rodrigo Duterte.
