Airports, ports on travel lookout for 16 DPWH execs, 27 contractors

IMMIGRATION officers in all airports and ports across the country have been placed on alert for the possible travel abroad of 16 officials and personnel of the Department of Public Works and Highways (DPWH) and 27 contractors who are being investigated over billions of pesos worth of “ghost” and substandard flood control projects.

The Department of Justice (DOJ) issued an Immigration Lookout Bulletin Order (ILBO) on Wednesday night on the request of Sen. Rodante Marcoleta, chairman of the Senate blue ribbon committee, which has initiated an investigation into the flood control project controversy.

The list of individuals covered by the ILBO was expanded yesterday to include the names requested by Public Works Secretary Vince Dizon, who is likewise looking into flood control and related projects which have been reported as anomalous or questionable in the “Sumbong sa Pangulo” website.

Under the ILBO, Justice Secretary Jesus Crispin Remulla directed the Bureau of Immigration to verify and report the travel of any of the individuals named in the order.

The DPWH officials and personnel who are on the travel lookout order are Henry C. Alcantra, former district engineer of the Bulacan 1st District Engineering Office; Brice Ericson D. Hernandez, former assistant district engineer, Bulacan 1st District Engineering Office; Maria Catalina E. Cabral, undersecretary for Planning, Public-Private Partnership, and Information Management Service;

Ramon A. Arriola III, undersecretary for Planning, Public-Private Partnership, and Information Management Service; Luz M. Dela Rosa, director of Internal Audit Service; Gerard P. Opulencia, acting regional director in the National Capital Region; Roseller A. Tolentino, regional director in Region II;

Jayson S. Jauco, OIC of the Office of the District Engineer of the Bulacan 1st District Engineering Office; Norberto L. Santos, chief of the Planning and Design Section of the Bulacan 1st District Engineering Office; Jaypee D. Mendoza, OIC assistant district engineer; Ernesto C. Galang, engineer at the Planning and Design Section; John Michael E. Ramos, engineer at the Construction Section; Jaime R. Hernandez, engineer at the Maintenance Section; Floralyn Y. Simbulan, from the Administrative Section; Juanito C. Mendoza, from the Finance Section; and Benedict J. Matawaran, from the Procurement Unit.

The private contractors who are included in the ILBO are Cezarah Rowena “Sarah” Discaya , president, of the Alpha and Omega Gen. Contractor and Development Corporation; Pacifico “Curlee” F. Discaya, authorized managing officer, Alpha and Omega Gen. Contractor and Development Corporation; Alex H. Abelido, president, Legacy Construction Corporation; Raymond H. Abelido, also of Legacy Construction Corp.; Ma. Roma Angeline Discaya Rimando, owner/manager, St. Timothy Construction Corporation; Allan B. Quirante, owner/proprietor, QM Builders; Erni G. Bagao – owner/proprietor, EGB Construction Corporation;

Eumir S. Villanueva, president, Topnotch Catalyst Builders Inc., and Pamela A. Villanueva.

Also included in the list are Lawrence R. Lubiano, president, Centerways Construction and Development Inc.; Ryan Willie David Uy, proprietor, Road Edge Trading & Development Service; Darcy Kimel D.J. Respicio, general manager, Darcy and Anna Builders and Trading; Edgardo A. Saggum, owner/manager, Eddmari Construction and Trading;

Maritoni P. Melegrito, authorized managing officer, Elite General Contractor and Development Corporation; Ferdinand L. Beltran, owner/general manager, Ferdstar Builders Contractors; Melanie B. Raymundo, authorized managing officer, Rayman Builders, Inc.; and Alvin D. Diego, authorized managing officer, Silverwolves Construction Corporation.

The following are also on travel watch: Aderma Angelie Descarga Alcazar, president/CEO, Sunwest, Inc.; Edgar S. Acosta, president, Hi-Tone Construction & Development Corp,; Gina A. Arevalo, Michelle L. Baraquiel, and Wilfredo Maties Natividad, from Triple 8 Construction and Supply, Inc.; Jocelyn Reyes Natividad and Romeo C. Miranda, Royal Crown Monarch Construction and Supplies Corp; Mark Allan Villamor Arevalo, general manager, Wawao Builders; Marjorie Samidan, president, MG Samidan Construction; and Luisito R. In his request for the issuance of the travel lookout order, Dizon told Remulla that “the timely issuance of an ILBO is of utmost necessity to enable current investigations to proceed without delay and to hold those accountable to the Filipino people.”

Remulla said an ILBO will not prevent the individuals from leaving the country, explaining that the lookout bulletin order only mandates the BI to record and report the travel information of the listed personalities.

Under the country’s laws, only a hold departure order (HDO) duly issued by a court can stop anyone from traveling out of the country.
