THE Department of Social Welfare and Development (DSWD) yesterday reminded Pantawid Pamilyang Pilipino Program (4Ps) families with children aged five down to register their kids with the Philippine Identification System (PhilSys) and comply with the program’s requirements and ensure their continued inclusion in the program.
Gemma Gabuya, 4Ps National Program Manager and director, said the PhilSys registration and authentication will serve as the equivalent of the beneficiaries’ compliance with the monthly Family Development Session (FDS) for February to March. The head of the 4Ps household should also be registered under Philsys.
The monthly FDS compliance is among the factors considered in beneficiaries’ continued inclusion in 4Ps.
“This initiative highlights the importance of securing identification for all 4Ps household members, particularly for 0-5-year-old children, as a proactive measure to improve their access to essential government programs in the future,” Gabuya said.
She said the registered 4Ps households must present either their transaction reference number (TRN) or PhilSys Card Number (PCN) and authenticate their registration during Period One (P1 2025) covering the FDS for February to March of the compliance monitoring timeline.
“This ensures they fulfill program requirements necessary for cash grants while reducing barriers to identification at an early age,” she added.
Launched in 2008 and institutionalized by Republic Act (RA) 11310 in 2019, the 4Ps is the national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to improve their children’s health, nutrition and education.
A 4Ps beneficiary-family receives daycare and elementary grant of P300 per child per month for ten months, conditional on their child’s school attendance; P500 per child per month for ten months for junior high school as long as their child attends school; P700 per child per month for ten months for senior high school under the same condition; and P750 per month per household for 12 months provided their children aged 2-14 years old are under growth development and monitoring; deworming and attend FDS.
Where to register
The 4Ps beneficiaries can register for PhilSys at designated registration centers, including barangay halls, malls, FDS co-location venues, as well as special sites organized by the Philippine Statistics Authority (PSA).
They can also enlist children in the registration centers in schools and daycare centers to accelerate the process.
The DSWD started implementing the FDS equivalency and authentication of 4Ps households with PhilSys between October and November 2024. However, data on how many children were able to register is not yet available.
The Philippine Statistics Authority (PSA) also implemented last year the “Bulilit Registration” for children aged one to four.
PSA said more than 91.65 million Filipinos, out of the 92 million target, are already registered with PhilSys as of December 2024.
