34 admin priority bills pending as Congress adjournment looms

AT least 34 administration priority measures endorsed by the Legislative-Executive Development Advisory Council (LEDAC) remain pending in Congress as it prepares to adjourn this week.

Many of the bills are still pending in the Senate while the House of Representatives has passed its versions of the measures.

LEDAC data showed that of its eight first priority measures, the amendments to the Foreign Investors’ Long-Term Lease Act are now pending in the bicameral conference committee while the Senate has already passed the Rationalization of the Mining Fiscal Regime.

Pending on second reading in the Senate are the proposed Department of Water Resources bill, Reforms to Philippine Capital Markets, and New Government Auditing Code.

Other first-priority measures are the Amendments to the Right-of-Way Act, Excise Tax on Single-Use Plastics and Amendments to the Electric Power Industry Reform Act (EPIRA).

Of the 10 LEDAC-endorsed second-priority measures, the Blue Economy Act is pending in the conference committee while the Amendments to the Universal Health Care Act, Open Access in Data Transmission Act, Waste-to-Energy Bill, Mandatory Reserve Officers’ Training Corps (ROTC), Unified System of Separation, Retirement and Pension of Military and Uniformed Personnel, and E-Government Act / E-Governance Act are all pending on second reading in the Senate.

The other second-priority measures are the Amendments to the Agrarian Reform Law and the Philippine Immigration Act.

Of the other priority bills of the administration, the Senate has already passed the Magna Carta of Barangay Health Workers and the Virology Institute of the Philippines and approved the Free Legal Assistance for Police and Soldiers on second reading.

Pending on second reading in the Senate are the National Disease Prevention Management Authority, Amendments to the Cooperative Code, and National Government Rightsizing Program.

Other LEDAC priority bills are the Comprehensive Infrastructure Development Master Plan, Eastern Visayas Development Authority, Passive Income and Financial Intermediary Taxation Act

National Land Use Act, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE), Leyte Ecological Industrial Zone, Medical Reserve Corps / Health Emergency Auxiliary Reinforcement Team (HEART), Amendments to the Bank Deposits Secrecy Law, Budget Modernization Bill, National Defense Act and the Amendments to the Fisheries Code.
